The rule set is accessible and visible (not editable) for both agency- and client themes.
To apply the rule set to a video theme:
Open video theme
Choose the video theme you would like to have rule set for
Change Rule Set from "everything allowed" to your own Rule Set
You need to create the rule set before applying it to your video theme.
